Full-time Teachers (Researchers) Concurrent Employment outside NTHU Application

  1. Application Time

NTHU full-time Teachers (Researchers) (hereinafter referred to as “NTHU Teachers”) should submit an application and obtain permission from NTHU before they undertake concurrent employment.

  1. Application Procedures:

The external employer of the concurrent employment shall address a letter of request to NTHU,or NTHU Teachers who intend to undertake the concurrent employment shall submit in advance the prescribed application form(Please see the attachment for application form) and obtaining permission from NTHU.

  1. Relevant rules
    1. "NTHU Guidelines for the Management of Teachers Taking Up a Part-time Position Outside NTHU"
    2. "Guidelines for Full-time Teachers of Public Schools of Various Levels Taking Up Part-time Positions"
    3. "Rules Governing the Remuneration of Military, Public, and Teaching Personnel for Their Part-time Services"
    4. Teachers who concurrently hold an administrative position in NTHU should abide by "The Civil Servant Service Act"
  2. Remarks
    1. Restriction on concurrent employment in Profit-making enterprise or group
      1. NTHU Teachers should only concurrently be employed by the enterprises or groups as below                    
        1. Enterprises or organizations which has established the Industry collaborative relationship with NTHU.
        2. Foreign companie that have been primarily listed (traded OTC) in Taiwan or foreign companies whose boards of directors or shareholders' meetings have determined to initiate the process of having the companies primarily listed (traded OTC) in Taiwan.
        3. Enterprises or organizations which the government agencies(institutions) of Taiwan or NTHU owns shares
        4. Companies that undertake research projects of government agencies (institutions) of Taiwan
        5. Task organization or temporary organization of Taiwan public enterprise
        6. Academic journal publishing organization with certain academic status approved by NTHU
        7. Publishing organization that edits textbooks, teachers' books, or teachers' manuals in accordance with the course outline of Ministry of Education Republic of China (Taiwan)
        8. Newly established companies aimed at developing new biotechnological drugs.
        9. Enterprises organizations Start-up companies prescribed in The Regulations on Concurrent employment investment using technology as capital of Research personnel(hereinafter referred to as “Start-Up Companies”)
      2. Restrictions on the positions of concurrent employment
        1. NTHU Teachers should not undertake positions that are governed by specialized laws and regulations, such as lawyer, CPA, architect, technician, etc.
        2. NTHU Teachers should not undertake positions executive staffs such as executive officer, director, independent director, or any other position of executing operations excepting the positions as below
          • Independent directors of state-owned enterprises, companies that are listed (traded OTC) or companies that are not listed (not traded OTC) whose boards of directors or shareholders' meetings have determined to initiate the process of having the companies listed (traded OTC).
          • Independent directors of subsidiaries of banks, bills finance companies, insurers, and securities firms 100% owned by financial holding companies.
          • Independent directors of foreign companies that have been primarily listed (traded OTC) in Taiwan or foreign companies whose boards of directors or shareholders' meetings have determined to initiate the process of having the companies primarily listed (traded OTC) in Taiwan.
          • NTHU Teachers shall be assigned by the government or NTHU to hold the position as a director or supervisor of the enterprises or organizations which the government agencies(institutions) or NTHU owns shares.
          • NTHU Teachers who are the principal owners of technologies of the Start-Up Companies are allowed to hold the position as a director of that company.
          • NTHU Teachers who meet one of the following criteria are permitted to undertake the positions of directors of newly established companies aimed at developing new biotechnological drugs
            1. NTHU Teachers who are the principal owners of technologies developed by the companies that are used for manufacturing new drugs to be used on humans, animals, or plants.
            2. NTHU Teachers are the principal owners of technologies developed by the companies that are used for manufacturing class 3 high-risk medical devices to be implanted in humans or placed inside human bodies
        3. When NTHU Teachers hold the position as an Independent directors of profit-making enterprises or organizationsthe information of the concurrent employment should be made public.
      3. If the period of the concurrent employment exceeds 6 months, NTHU will request the feedback money from the company (in principle no lower than your monthly salary in NTHU).
    2. The working hours of the concurrent employment are restricted to no more than 8 hours per week.
    3. NTHU Teachers who intend to undertake concurrent employment in education research activities and non-profit enterprises or organizations shall obtain permission to do so.

  1. Due to the slight differences in job titles and styles in various countries, it is still necessary to determine whether they can serve concurrently depending on the circumstances of the case.
